About us

Eesti Viljasalv has developed into a family company specialising in the purchase, sale and transit of feed-stuffs, grain, oil seeds and bio fuels. In 10 years, the company’s turnover has increased from 5 to 120 million euros and the quantity of goods from 20,000 to approx. 600,000 tonnes. The goods are acquired from the Kazakhstan and sold in 14 European countries, shipped through seaports in Baltic Sea.

The company mainly sells sunflower meal, sunflower seed cake, rapeseed cake, linseed cake, linseed, various cereals and sunflower husk pellets as a bio fuel.

History

AS Eesti Viljasalv was founded in 1998 on the basis of the National Grain Board (Riigi Viljasalv), which was active from 1937-1940 and 1992-1998. The National Grain Board was responsible for the public buying-in of grain and maintaining reserves pursuant to the laws of the Republic of Estonia.

Significant dates:

12 July 1930

12 July 1930 saw the launch of the state grain market provision with the adoption of the Grain Protection Act. The act gave the state the sole right to import rye and rye flour and gave the government the right to organise the import of wheat and wheat products on the same principle. Pursuant to the Grain Protection Act, the state started organising the buying-in and storage of locally produced rye.

25 August 1937

On 25 August 1937, the head of state’s decree enacted the National Grain Board Act, which lay down the tasks, rights and obligations, capital, government and accounting of the National Grain Board.

The National Grain Board was responsible for:
1) the purchase, sale and processing of grain and grain products;
2) the storage of grain supply necessary for feeding the nation in the amount and on terms and conditions provided by the government as well as regular renewal of these reserves;
3) the reparation, purchase and sale of feedstuffs; and
4) the sale of seed grain.

The assets and capitals, rights, obligations and administration of the Grain Market Operation Fund were transferred to the National Grain Board.

21 August 1940

After the June Coup, the activities of the National Grain Board ceased on 21 August 1940 and its tasks and obligations were transferred to the Grain Department of Agricultural Produce Buying-In Committee.
Upon the restoration of independence of the Republic of Estonia, the Estonian Grain Board was reorganised based on the ESSR Grain Produce Ministry and was then liquidated when the regulation of the Government of the Republic of Estonia of 31 December 1991 prescribed the founding of a state company called the National Grain Board.

16 March 1992

According to the statutes approved by the Minister of Agriculture on 16 March 1992, the tasks of the National Grain Board were to apply the state’s grain policy and strategy through its field of activity in order to ensure necessary resources of grain and grain produce as well as the creation, storage and rational use of public reserves, and to promote the production and sales of grain and grain products.
Until privatisation, the National Grain Board’s field of activity included the following companies: Haapsalu Viljasalv, Tallinna Viljasalv, Tartu Viljasalv, Rakvere Viljasalv, Rapla Viljasalv, Viljandi Viljasalv, AS Keila Terko, AS Tamsalu Terko, AS Valga Terko, AS Viljar, AS Estera, AS Terrak, AS Mer and the Research Centre for Concentrated Feed Industry.

1998

AS Eesti Viljasalv replaced the state company National Grain Board as of 1998. The Tartu Viljasalv cooperative founded AS Jõgeva Viljahoidla on the same year. The company was founded on the basis of assets from the grain reception centre located in Jõgeva and AS Jõgeva Viljahoidla’s shares were sold the same year. The new owners were not successful in the business and soon the company went bankrupt. In order to clear debts, AS Eesti Viljasalv took over AS Jõgeva Viljahoidla’s assets.
